Finish the Job and Enroll All Children in Comprehensive, Affordable Health Coverage

We seek to maximize the promise of Medicaid, CHIP and the ACA by ensuring each and every eligible child is enrolled in affordable health coverage that guarantees all necessary services, is affordable for their families and is easy to get and to keep. We are tirelessly working improve enrollment and retention in health coverage by supporting policies that eliminate bureaucratic barriers. We also use proven strategies such as express lane eligibility and partnerships between school districts and community agencies to achieve these outcomes.

What schools can do right now to make a difference

Unmet health needs are huge barriers to academic success, and schools know that better than anyone. How can a child who needs glasses to read or hearing aids to listen learn without them? Evidence suggests that insured children are more likely to do better in school, graduate from high school and become healthier adults—they even earn more. Schools are a key partner in ensuring children have the health coverage they need. That’s why we partnered with the AASA, The School Superintendents Association, to develop Happy, Healthy, and Ready to Learn: Insure All Children!, a toolkit to help schools and districts connect children to health care coverage as part of routine school activities. This toolkit offers lessons learned from 15 school districts in five states that have worked with CDF and AASA to create a simple, cost-effective and sustainable way to identify and enroll eligible but uninsured children in health insurance. Schools can immediately take advantage of these tools to help close achievement gaps right now and level the playing field for our poor and vulnerable children.
